1. Introduction
The
Constitution of the Cal-Glen Soccer Club, a legal society
under the Societies Act, governs the decisions involved
in the day-to-day operation of the Club. However there are
many decisions that must be made that are not provided for
in the constitution. The purpose of these Guidelines is
to provide direction for the Board of Directors on what
the Club expects from its members, and what criteria the
Board will use to resolve problems.
The
policies apply to the entire membership of the Club. They
have been written with the intent of promoting the growth
and development of soccer and of the players. In order to
achieve these objectives, the Board of Directors requests
that all individuals involved with the Club familiarize
themselves with these Guidelines.
2. Member
Conduct and Decorum
The
Club shall have a Discipline Committee at all times, consisting
of the President, Vice President and the appropriate coach
for the specific situation as selected by the President.
All
coaches, manages parents and players affiliated with any
Cal-Glen team shall exhibit behavior that is appropriate
and shall act as a good example. It should be recognized
that the referees will make some disputed calls and these
should be accepted as part of the game. Any person violating
these principles can be brought before the Discipline Committee
and/or the Board of Directors, however a written complaint
is required before this can occur.
The
Discipline Committee will have to make their decisions quickly
and it is expected that the President will organize telephone
or e-mail discussions regarding the situation only if a
formal meeting is not possible.
3.
Movement of Players
A player
may not "play up" for more than 6 games (number
of games set by CMSA) with a higher division or age group
and only with the agreement of the two coaches involved,
the parents of the player and the player. The Coordinator
must be notified each time a player plays up.
Playing
up an age group (e.g.. U10 playing U12) for an entire season
will be permitted only under exceptional circumstances.
The decision as to whether a circumstance is "exceptional"
shall be made by the Board of Directors, with independent
evaluations if required. Any decision of the Board in this
regard shall be deemed to be final. The Registrar shall
be responsible for ensuring players are placed in their
correct age groups.
It shall
be recognized by all adults involved that all players wish
to play at the highest level of competition possible. Therefore,
the highest level team in any age group should have priority
access to all players in that age group. No efforts should
be made to prevent a player from moving to the highest level
of competition. However, once a coach has established a
roster for his/her team, no player should be moved without
the written approval of the Coordinator and/or the President.
Team rosters for U10, U12, U14 and U16 teams will be derived
on the basis of independent evaluations if their is enough
to form more than one team in a particular age group. At
least 75% of a team’s roster will be determined by
the rankings obtained through the evaluation process. Coaches
of the higher division team in consultation with the technical
director and coaching coordinator may select the remaining
25% of their roster from the remaining players. It is expected
that in selecting players coaches can provide a reasonable
justification for their picks (based on past performance
of players, absence from evaluations, teams requiring players
of certain positions
After
the commencement of the season Cal-Glen Soccer Club will
admit players from other areas on Club teams provided there
is room on the team roster. In cases where there are insufficient
numbers of players for Cal-Glen to field a team at a particular
age or skill level, the Board of Directors should actively
seek a place for those players with organizations in adjacent
communities.
No coach, manager or any other individual should promise
that non-registered player can have a position on his or
her team. Requests for registration and team placement should
be directed to the Registrar.
4.
Coaches and Managers
The
present practices of the Club regarding coach selection
take into consideration the coach's certification, experience
in soccer, experience with the Club, rapport with the players
and parents, success as a coach and such other information
as may be available to the Board of Directors.
The
Club expects coaches of U12 to U16 programs to complete
the Youth level certification as a minimum requirements
or bring a in-depth level of experience with them. U10 Coaches
are expected to enroll in the U10 through CMSA (or equivalent
offered by other clubs). Coaches of U6 and U8 teams are
expected to enroll in a Micro Soccer program offered through
CMSA (or equivalent offered by our clubs).The club will
pay the cost of all courses required to attain these levels
of certification or training. The Board may refuse a coaching
applicant who has these certifications, for other reasons
and may also accept non-certified coaches for any team if
it is felt that the non-certified applicant is a good candidate
based on other factors as described above.
The
Club will endeavor to find coaches for all teams, but if
for any reason, a coach is not available for a team, or
a parent volunteer does not step forward, the Board may
have no option but to fold the team and to refund the portion
of player registration fees remaining after the team registration
fees paid to CMSA are deducted.
The
Board of Directors will support the decision of coaches
with respect to players, parents and managers unless there
is a good reason to do otherwise. The Board does have the
authority to overrule a coach's decision.
Cal-Glen
will not assume any legal or financial responsibilities
arising from the actions of a coach that goes beyond the
rules as set out in the policy manual or rules of either
Cal-Glen or CMSA.
Coaches,
Managers and Players should, to the highest practical level
familiarize themselves with the rules and regulations of
the Cal-Glen Soccer Club (Club Guidelines, Coaching Manual),
the Calgary Minor Soccer Association and the rules of the
game of soccer (FIFA).
Coaches
are expected to exercise discretion and good sense by not
commenting in a derogatory manner about other coaches, players,
parents, referees and officials of other teams. The Club
will not give any support to a coach who is charged with,
and found guilty of, an offence under the Criminal Code
of Canada. The Club also requires that Coaches have membership
in one of the community associations served by the Club,
thereby providing themselves with a certain amount of personal
liability coverage. The Cal-Glen Soccer Club cannot be liable
for the conduct of all of its coaches and managers.
All
coaches must have a parents meeting after the team roster
has been finalized and prior to the first game. The team
meeting should introduce the coaches including credentials,
selection of a team manager, appoint volunteers to assist
with field setup/tear down and linesman duties, distribution
of team list, practice schedule, game schedule, distribution
of uniforms, collection of additional fees, provide program
information including skills sessions, and tournaments.
Discuss coaching philosophy and team objectives. Provide
this information in written format for parents who are unable
to attend the meeting. Provide access to the club manual
for parents to review.
Coaches
shall attempt to play all players close to equal time. Players
who are short of time in some games should be given extra
time in subsequent games. This recommendation is made on
the premise that all players participate with an equal amount
of desire and responsibility. If a player's commitment is
not equal to a team-mate’s in these areas, his/her
playing time may reflect this lack of effort or commitment.
These requirements are based on the individual age groups
involved and will be applied more stringently at the C.M.S.A.
level.
Coaches
shall hold at least one practice a week. They should communicate
clearly with players so there is no misunderstanding of
schedules or expectations. Where there exists more than
one team at a particular age group, it is expected that
coaches will attempt to hold some joint practices, thereby
maximizing the opportunities for players to practice under
game conditions.
Once
coaches and evaluators have finalized their team roster
where tryouts are necessary with more than one team per
age group, the Registrar must be provided with a player
list that includes the players names.
It is
the registrar's responsibility to collect all appropriate
information so that the players may be registered with CMSA
(This applies only to those age groups which participate
in CMSA. sanctioned leagues/tournaments) The game sheets
must be presented to all games and tournaments by either
the coach or the team manager.
The
Club encourages all teams to enter tournaments. The Club
will normally pay tournament entry fees, but this requires
the approval of the Board of Directors in each case.
All
those planning to coach soccer for the Cal-Glen Soccer Club
should inform the Coaching Coordinator or Registrar prior
to the start of any season.
An adult
person of the same sex must be included in the travel plans
for teams and also an adult of the same sex as the players
must be present at all times on the bench during games to
attend to the care of certain injuries and circumstances
which cannot be dealt with by an other-sex coach/manager
or trainer.
If a
coach decides to protest a game result, the Registrar, Coordinator
and the President must be provided with a detailed written
version of the events and the reason for protest which will
then be filed with the CMSA if the Board determines it legitimate
complaint
Coaches
holding "executive positions" on the Board of
Directors of Cal-Glen Soccer Club may discuss and provide
information on matters in which they are directly involved,
but they may neither vote nor be present for the vote on
these matters.
Coaches
will appoint a team manager for their team. The Club will
provide them with a list of parents who have indicated a
preference for that volunteer role. Where there is no parent
on a team that has specifically requested to be a team manager,
the coach will poll the parents for a volunteer. If no parent
steps forward to fill the position(s), the Club will be
forced to fold the team and refund the registration fees
less that non-refundable portion already paid to CMSA. The
manager is responsible for many of the organizational duties
required of CMSA or other leagues, the Club or the team
to operate. These include but are not limited to: coordinatining
parents to setup and take down nets for home outdoor games,
preparing game sheets and presenting them to the ref for
all games. collecting the game sheets and scoring the game
if the team wins or ties a home game, acting as liason for
the team and coordinating parents for different volunteer
roles, and helping out the coaches.
The
coach/evaluators shall recommend to the registrar the level
at which his/her team shall be registered for competition
subject to the guidelines provided by C.M.S.A. or other
leagues in which the teams are registered. The recommendation
is also subject to approval and/or change by the Board of
Directors.
The
Registrar shall provide coaches with game sheets and roster
of their players. The roster contains information regarding
medical concerns and should be carried with the coach to
all team activities.
5.
Registrar
The
Registrar is responsible for player registration, registering
teams with the CMSA or other leagues in which our teams
intend to participate, and submitting team rosters by the
deadline dates for both indoor and outdoor seasons.
The
Registrar is responsible for a variety of other tasks as
outlined elsewhere in this document.
6.
Parents
The
Club strongly encourages parents to take an active interest
in their child's soccer activities as well as the administration
of the Club. This can be done by:
Cal-Glen
is a club that is run by volunteers. Other than skills trianers,
refs and higher level coaches none of the board or parent
volunteers that run the club get paid. Remember, as parents
we are all busy, but by volunteering you contribute to your
child's positive soccer experince and serve as postive role

can opt out of volunteering by having the Club cash their
volunteer cheque.
If parents
disagree with a coach’s plans, approach or behavior
they shall try first to resolve the matter with the coach,
preferably immediately after the problem arises. If it cannot
be resolved, the matter should be taken to the Board of
Directors whose decision shall be final regarding any such
matter.
7.
Players
The
following points shall only apply to U10, U12, U14 and U16
teams:
Where
numbers allow for more than one team at one age group, players
will be selected for teams on the basis of evaluations and
assessment prior to every soccer season. The policy applies
to all U10, U12, U14 and U16 players. Players may elect
not to participate in the evaluation process and will be
placed on the teams with the lowest skill level. Players
may also to play down in a lower division also.
Players
must obey the coach, arrive on time to practices and find
their own way to games. Coaches must be informed well in
advance if a player cannot make it to a practice or a game.
Players who fail to notify the coach of such absence may
be benched or subjected to other discipline by the coach.
Players should only miss a game or a practice for valid
reasons.
Every
player is expected to do his/her best to support the team
and to uphold the good name of the Club, particularly by
treating other players, coaches, managers, spectators and
referees with respect and postive sportsmanship. Sportsmanship
in victory and defeat is expected. Players who misbehave
may be asked to appear before the Discipline Committee and
may be subject to suspension or expulsion from the Club
or the CMSA. In the latter case, no refund of registration
fees shall be made.
Skill
development, team play, knowledge of the rules and sportsmanship
are the major goals and objectives of these teams. Players
are expected to play different positions throughout the
season. This enables the player to use and develop a variety
of skills.
Should
a Cal-Glen player (U12 up) be selected to participate in
a tournament requiring travel outside or inside the province
the board will consider covering some of the costs of travel
for players that do not have the ability to cover these
expenses. Players are not allowed to reside in the same
hotel room as a coach unless the coach is their parent.
The
following guidelines shall only apply to all community based
teams (Mini soccer for U6 and U8 age groups and C.M.S.A.
non-competitive indoor for the U6 and U8 age groups).
Evaluations
are not required for these teams. Rosters will be set based
on input from parents/players, coaches and the Registrar.
Since
no playoffs and/or league standings are in effect, all players
are expected to play an equal amount of time in all positions.
The one exception is goaltending where only those players
wishing to pay that position will be asked to do so.
Skill
development, the concept of team play, knowledge of the
rules and FUN are to be the major goals and objectives of
these teams.

outlined above regarding timeliness, attendance, and deportment
outlined above will apply to the U6 and U8 age groups in
moderation.
